Emergency Operation Center Services - Training, Exercises and Drills
MHA can design, facilitate and conduct EOC exercises and drills. We have extensive experience in conducting tabletop and functional exercises. In addition, MHA provides Incident Command System (ICS) training. We can help your staff discover the need, purpose and benefits of implementing the ICS concepts in managing any type of emergency situation.
Development of an Emergency Operations Plan (EOP)
The Emergency Operations Plan (EOP) establishes a framework for an effective system of comprehensive emergency management. The Plan describes the basic strategies, assumptions, operational goals and objectives, and mechanisms through which a jurisdiction will mobilize resources and conduct activities to guide and support emergency management efforts through preparedness, response, recovery, and mitigation. To facilitate effective operations, the Plan adopts a functional approach that groups the types of assistance to be provided into Emergency Functions.  
MHA, working for and in close coordination with the local Emergency Management Coordinator, will provide administrative, research, planning, and publishing services to develop a comprehensive EOP. These services include:  
Review of the existing EOP, other related documents.
Determine and recommend additional operational components and schedule of emergency function annexes, or emergency support functions (ESFs).
Develop emergency function operational component matrix.
Identify and interview key personnel.
Revise and reformat EOP annexes.
Revise the Basic Plan.
Disseminate draft of plan, receive comment, and revise accordingly.
Produce final draft.  
Recommend future work products.  
Develop an EOP Field Operating Guide, to include relevant special subjects.  
Develop the Emergency Operations Center operations manual and staff position guides.  
Complete a Local Comprehensive Hazard Vulnerability Assessment (HVA).  
Identify and categorize hazards which influence the comprehensive emergency planning process.  
Present the completed EOP to local officials for final approval 
Design Response Standard Operating Procedures (SOPs)
Develop outlines for a department / agency response procedures. Encourage departments, agencies, organizations, to write Standard Operating Procedures (SOPs).
Develop a complete listing of all departments, agencies, organizations who have identified responsibilities in the basic plan and emergency support functions (annexes).
Include a sub listing of the responsibilities for each department, agency or organization.
Develop a format for SOPs.
Provide each department, agency, organization with their lists of responsibilities.
Ask each department, agency, organization to develop a SOP/checklist for each responsibility. (e.g., a list of action steps to be performed to ensure that the responsibility, if called upon, is carried out.)
Develop EOC Organization, EOC Manual, and Staff Action Guides for each EOC Position
Using the Emergency Operations Center (EOC) organization / structure as per the EOP Basic Plan:
Establish EOC operating procedures.

Emergency Operations Center (EOC) Review
MHA Emergency Management Consulting provides Emergency Operation Center (EOC) Review and EOC Vulnerability and Capability Assessment services. We will review your existing EOC and help you improve it both physically and operationally including development of your EOC organization, writing your Operations Manual, and developing Staff Action Guides for each EOC Position. We will also help you with training, software selection and EOC design services  
We will provide an analysis of the current facility using a comprehensive “best practices” evaluation tool that has been distilled from federal guidelines, FEMA’s capability assessment for readiness (CAR), relevant portions of the NFPA 1600 (emergency management standard), state-of-the-art technologies, and case studies. Existing equipment, space, layout, displays, staffing, procedures will be reviewed. We will provide a gap analysis and make recommendations for improvements. 
The report will provide an analysis of the current facility based on federal guidelines. Existing equipment, space, layout, displays, staffing, procedures are reviewed and shortfalls and improvements needed are indicated. MHA Consulting will develop a program profile describing the current status of the program. The report will identify program areas needing immediate development, updating, or improvement, and those elements to be accomplished during the strategic planning period. Staff and budget requirements will also be indicated. The report will include a “work load analysis” and will document the current services and programs provided by the existing staff. The review report will be based on the following outline.

Implementation
MHA staff will spend time on station reviewing the physical facility and interviewing emergency management staff. We will then compile and analyze the interview data, and producing the program review report.

2.  Should EOC staff be immunized in advance and periodically for anything?
3.  Should special arrangements be made to shower down and re-clothe anyone reporting for EOC duty after an event has taken place depending on the type of event?
4.  What rules should be in place for entering or leaving an EOC after an event?
5.  Should EOC occupants have periodic physical exams during their stay in the EOC?
